Square D Grounding Electrode Entry 
   9/17/07   I called Suzanne Borek about this issue after it came up at our recent Four County meeting.  She reiterated what a member heard her say in a seminar earlier in the week.  Basically, the 'weep-hole' of any panel is fine for the grounding electrode conductor, as long as the conductor is secured within 8 (?) inches.  Also, the plastic connector, eg. Arlington's 'button' connector, is fine, but not a metal romex connector.   (Paul Hampton)

Volume 19-1 Spring 2007  of the Communicator (page 6) lists (N.J.A.C. 5:23-2.7(c)3.i – On and after July 1, 2007) which now considers  changing an outlet to a GFCI outlet as ordinary maintenance and does NOT need a permit.  Of course you knew it needed one before, right?
